With questing, or simply auction house Ive had a set for a very long time. See: Imperial Plate or this transmog set: which only requires level 57 for all the items.
All at below level 60 then if ya really want to blend in fly around on your Armored Snowy Gryphon or set yourself to walk not run and patrol around Stormwind for a while.

Leave the same way you came in, reset instances, wash, rinse, repeat. Other bosses are optional, but I don't reccomend killing them as it is not as efficient as my method. The city tabards should currently work in old Azeroth dungeons as well as Cataclysm dungeons when the expansion is released. The hotfix will make it so these tabards work for Heroic and normal Northrend dungeons, however, there are no plans as of yet to apply this change to Outland dungeons. I got no rep from it Am level 70, so wasnt expecting it However, wanting to get rep, I did the quests in Stockades, and found each boss 3 of them gave 60 rep, and only one of the 3 quests for them gave rep. The other 2 didnt give any. Wanting to check if I could reset, and kill the bosses for rep again, I went back in Not only did I get the 60 rep from each boss, I now also got 3 rep per trash mob wearing the tabard!

Some elites may give rep if they are of a higher ranking. There are exceptions. All dungeons that you could SOLO below your level, will not award you the same rep. Trash will not give you rep at all, and the bosses' will be fairly reduced.
These are made for full-party groups, not rep grinds. Comment by Warnelf A must-have for anyone creating a Stormwind Guard outfit. Comment by Kasa24 For any horde looking to get a tabard like this one, the only option that I've managed to find so far for anything resembling it is to create your own guild crest. Obviously this won't work for people in bigger guilds, where you don't have control, but for those in smaller guilds where the tabard doesn't matter as much, this might be the only solution.
You can adjust both the color and border to match perfectly; the only difference is that the lion's head emblem won't match exactly, there's only one lion's head that you can choose from for a guild tabard. It has it's fangs bared, and the face is a bit bigger than the stormwind one, but still, it's a pretty decent match.
Comment by Zenzara If you are using the tabard for reputation: Just so you know, I put in a ticket regarding the tabard not working in certain dungeons and this is the response I got from the GM.
It seems that they do not work in dungeons that already give faction specific reputation gains. They city tabards won't work in the Burning Crusade dungeons and won't work in the early Wrath of the Lich King dungeons. The tabard will start working again once you start doing the level 80 wrath of the lich king dungeons.
Comment by nman these tabards give reputation if you wear them in any WoD dungeon. If you try to equip it you will receive the stern message "you can never use this item".
